Obama earned less in 2012, pays $112k in taxes

WASHINGTON (AP) ? President Barack Obama made less in 2012 than in any other year since taking office, with about 40 percent of the nearly $609,000 in income that he and first lady Michelle Obama reported coming from book sales.

Obama, who renewed his call for higher taxes on the wealthy in the budget he released Wednesday, paid $112,214 in taxes last year, putting his effective federal tax rate at 18.4 percent. The Obamas donated almost one-quarter of their income to charity, according to tax returns released by the White House.

Most of the $608,611 that the Obamas reported in adjusted gross income came from the president's salary, as he reported $394,840 in wages. An additional $258,772 came from royalties from his books, including his 1995 memoir "Dreams From My Father," his 2006 political book, "The Audacity of Hope," and a 2010 children's book, "Of Thee I Sing: A Letter to My Daughters."

Income from Obama's books has fallen off since 2009, when his books sales surged after his inauguration. The Obamas made $5.5 million that year ? his first year in office ? but the figure dropped precipitously the next year to $1.73 million. In 2011, the Obamas reported about $790,000 in income.

The president and Mrs. Obama signed their tax returns on Monday ? one week before the April 15 deadline for Americans to file their 2012 returns.

Itemized deductions of $258,385 brought the Obama's taxable income down to $335,026. The first family deducted $45,056 in interest on the mortgage for their home in Chicago, plus $36,554 in state and local taxes and $26,751 in real estate taxes.

Through withholding and estimated tax payments during the year, the Obamas paid $129,029 to the Internal Revenue Service ? an overpayment of $16,815. The Obamas directed that, rather than receive a refund, the overpayment will be applied to their taxes for next year.

The Obamas also claimed $39,875 in income from outside the United States. A White House official said all of that income came from book royalties, but did not disclose details about which countries the income came from. The official was not authorized to comment publicly on Obama's taxes and spoke on condition of anonymity.

The president and first lady reported donating $150,034 ? or 24.6 percent of their income ? to 33 charities. That's a slight dip from the previous year, when the Obamas donated more than $172,000. The largest contribution last year was a $103,871 donation to Fisher House Foundation, which provides humanitarian services to military members, veterans and their families. Other charitable groups that received donations from the president for $5,000 or less include the American Red Cross, Habitat for Humanity, Boys & Girls Clubs of America and the United Negro College Fund.

The president and the first lady also paid $29,450 in income taxes to Illinois, according to their state tax returns.

The White House also released tax returns for Vice President Joe Biden and his wife, Jill, who teaches at Northern Virginia Community College.

The Bidens paid $87,851 in federal income taxes on $385,072 in adjusted gross income, for an effective federal tax rate of 22.8 percent. The vice president and his wife paid state income taxes in two states ? $13,531 in Delaware and $3,593 in Virginia. The Bidens overpaid a bit last year in their withholdings, so they'll get a refund of $4,608 from the IRS.

They reported donating $7,190 to charity. The largest sum of $2,400 went to the Catholic Diocese in Wilmington, Del.

The president this week revived his push for wealthier Americans to pay higher taxes, arguing that higher earners like himself should bear a larger share of the burden for deficit reduction. The $3.8 trillion budget blueprint he unveiled Wednesday proposed that "wealthy millionaires pay no less than 30 percent of income, after charitable contribution, in taxes," to ensure that poorer Americans don't get stuck paying higher rates than the wealthy. Obama also proposed a change in the way inflation is calculated that, if proposed, would have the effect of pushing more Americans into higher tax brackets.

"The president believes we must reform our tax system, which is why he has proposed policies like the Buffett Rule that would ask the wealthiest Americans to pay their fair share while protecting families making under $250,000 from seeing their taxes go up," White House spokesman Jay Carney said in a statement accompanying the release of Obama's tax returns.

During the negotiations with Congress over New Years, Obama won a tax increase on incomes over $400,000 for individuals and $450,000 for couples, although he had wanted those thresholds to be lower. The deal to avert the so-called fiscal cliff preserved the lower Bush-era tax rates for the middle class.

The entry price for Ultra HDTV plunged by more than $10,000 earlier this week thanks to Sony's new 4K sets, but now it's going even lower with this model from Seiki. The brand is new to the US market and as such unfamiliar to most, but with a $1,300 listing on TigerDirect it's been lighting up AV enthusiast and deal-hunting forums alike. We haven't yet had a chance to see this display, but hope to take a look shortly. In the meantime, there are plenty of reasons not to be an early adopter -- the infamous eye charts suggest 4K's impact at this size may be reduced, it's an unknown company with unknown standards for quality and service, a new HDMI standard may be incoming and there's no content until the $699 FMP-X1 player arrives this summer -- but with a sub-$2K pricetag some would say you can't afford not to have an Ultra HD set in your possession. Those same people would also suggest inviting us over to watch the game (sports, console, but most likely a super high-res PC title if you can manage) on it, and indicate we are willing to bring refreshments.

Malian authorities will give French President Francois Hollande another camel after the one they gave him in thanks for helping repel Islamist rebels was killed and eaten by the family he left it with in Timbuktu, an official in Mali said.

A local government official in northern Mali said on Tuesday a replacement would be sent to France.

"As soon as we heard of this, we quickly replaced it with a bigger and better-looking camel," said the official, who asked not to be named because he was not authorized to speak to the media.

"The new camel will be sent to Paris. We are ashamed of what happened to the camel. It was a present that did not deserve this fate."


Hollande was presented with the camel when he visited Mali in February several weeks after dispatching French troops to the former colony to help combat al Qaeda-linked fighters moving south from a base in the north of the country.

The president joked at the time about using the camel to get around traffic-jammed Paris. But he chose in the end to leave it with a family in the town on the edge of the Sahara desert.

Defense Minister Jean-Yves Le Drian was tasked with giving Hollande regular updates on the camel's status and had to inform him of its death last week, French media said.

"The news came in from soldiers on the ground," said a French government official.

French leaders have received many gifts of exotic or wild animals from Africa and further afield over the years.

Last week, a robber chainsawed a tusk off the skeleton of an elephant offered to Louis XIV by a Portuguese king in 1668. Police caught the robber as he fled, tusk under his arm.

ZTE Geek unveiled with 2GHz Intel Clover Trail+ and a terrible name (video)

ZTE Geek makes a quiet

Oh ZTE you cheeky monkey. Towards the end of day one at IDF in Beijing, we stumbled upon this awkwardly titled Android Jelly Bean phone that is the Geek at ZTE's booth. Needless to say, this is yet another phone powered by an Intel processor -- a 2GHz Clover Trail+ Atom to be exact, which is what Lenovo's K900 also has. The rest of the device isn't too shabby, either: you get a nice 5-inch 720p display with Gorilla Glass, along with an 8-megapixel main camera, a 1-megapixel front-facing camera, 8GB of storage space, 1GB of RAM, 2,300mAh battery and wireless charging. Radio-wise we see UMTS 900/2100 courtesy of Intel's XMM 6260 chip, and there's also the usual lot of 802.11a/b/g/n WiFi, Bluetooth 4.0 LE and GPS.

Design-wise the Geek takes a huge step away from the Grand X IN and shares a similarly clean look with the Grand S, but without the black eye around the main camera. This particular unit had a glossy white finish as well, but we'd prefer a matte finish for a more premium feel. Since ZTE admitted that it had to rush this prototype for exhibition at IDF, we'll come back to the build quality once we see a final retail unit. YC-Backed Backlift Launches A Back-End Service For Front-End Developers

plainlogo2-01Backlift, a Y Combinator-backed startup that’s launching today, describes itself as a back-end service for front-end developers. The service takes all of the work of setting up a server environment out of the equation and just lets front-end developers focus on their work. All a user needs is a Dropbox account – Backlift uses Dropbox as a file syncing service – and a text editor. With Backlift, a developer doesn’t need to know how to set up Rails, Django or node.js to get started. As Backlift founder Cole Krumbholz told me last week, the idea behind the service is to allow developers to jump right into working on their front-end code. For many people, he said, front-end tools can be a bit daunting and he wants Backlift to be a great learning tool, but he also aims to make it a platform for prototyping and, soon, a platform for hosting applications. To get started, users simply sign in with their Dropbox account, create a new app based on a number of templates, including numerous backbone.js sample apps, a Google Maps API-based site, and basic Bootstrap-based sites. You can also use other popular technologies like AngularJS, CoffeeScript and Handlebars. Backlift then creates a new folder in your Dropbox account (and hence on your desktop, too) and you can start editing it with your favorite text editor. Every time you save an edit, Dropbox will sync with Backlift and you can immediately see the changes on your site (syncing starts less than a second after your changes are uploaded to Dropbox). Given that most applications need to work with at least some data, Backlift also offers a basic API for working with data, as well as an admin dashboard for adding users and browsing, importing and exporting the data in your database. Led Zeppelin, Van Halen producer Andy Johns dies

LOS ANGELES (AP) ? A sound engineer and producer who worked with Led Zeppelin, Van Halen and the Rolling Stones has died.

Andy Johns' family says he died Sunday in Los Angeles after a brief hospital stay to treat complications from a stomach ulcer. He was 62.

Johns was born in England and started his career at Olympic Studios in London. He went on to produce dozens of classic rock 'n' roll albums including the Stones' "Exile on Main Street."

Johns is survived by his wife Annette; sons Evan, Jesse and William; grandchildren Lennon, Everly, Charlie and Luca; sister Susan Johns; and brother Glyn Johns.

Glyn Johns is also a producer and engineer who has worked with artists including the Who, the Beatles and Eric Clapton. He was inducted into the Rock and Roll Hall of Fame last year.

TUESDAY, April 9 (HealthDay News) ? Older women who are physically active have lower levels of estrogen and its breakdown products in their bodies, according to a new study, perhaps explaining why exercise may reduce breast cancer risk.

Researchers have long linked exercise with lower breast cancer risk for women past menopause, believing it works partly by lowering their estrogen levels. Higher estrogen levels can raise breast cancer risk.

The new study provides more clues as to how the exercise may be protective, said Cher Dallal, a cancer prevention fellow at the U.S. National Cancer Institute. She is scheduled to present the findings Tuesday at the American Association for Cancer Research?s annual meeting in Washington, D.C.

Because this study is presented at a medical meeting, the data and conclusions should be viewed as preliminary until published in a peer-reviewed journal.

?Our aim was to try to better understand how physical activity may affect levels of estrogen,? Dallal said. She evaluated 540 Polish women, aged 40 to 74, who were enrolled as healthy control patients in the NCI Polish Breast Cancer Study. None of the patients was on hormone therapy.

The women engaged in a range of physical activity. For seven days, they wore a device called an accelerometer on their waist while awake, which measured overall activity. The women also collected 12-hour urine samples.

Dallal measured the hormones estradiol and estrone, along with different estrogen breakdown products, or metabolites, in the urine. ?Physical activity was associated with lower levels of the main estrogens,? she said. Activity also was associated with increased metabolism of some of the breakdown products, she found.

?Increased overall activity appears to increase the metabolism of estrogen,? she said. ?This is the first time we have been able to assess these 15 metabolites.?

Using the accelerometers gives a much more accurate picture of activity during the day than other methods, such as having women recall their exercise activity, said Leslie Bernstein, a professor and director of cancer etiology at the City of Hope Comprehensive Cancer Center, in Duarte, Calif.

Bernstein was not involved in this study, but was one of the first to study exercise as a way to reduce estrogen exposure and breast cancer risk. The new study, she said, ?just adds evidence to say that this is one mechanism by which physical activity reduces your risk of breast cancer. You have less excretion [of the hormones] so it means you are producing less. [However], it?s still not proven.?

But, she said, ?we know for breast cancer [risk], hormones are important. This is the first time we have strong evidence that measured physical activity reduces hormone levels. It helps us understand what?s going on and how it?s working.?

It doesn?t mean, however, that physical activity doesn?t also reduce risk in other ways, such as improving insulin metabolism, she said. Higher insulin levels have been linked with some cancers, including breast cancers.

Exercise also helps with weight control. Most estrogen comes from fat tissue after menopause, and having more fat tissue raises estrogen levels and, in turn, breast cancer risk.

Some researchers are also looking at whether physical activity can improve your ability to repair DNA, which would perhaps explains the reduced cancer risk, Bernstein said.

The take-home message for women from the new research is to exercise, Bernstein said. Women who haven?t been active should check in first with their doctor, and then, after getting the go-ahead from their doctor, engage in exercise that ?puts some stress on the body,? such as brisk walking, she suggested.

Apologies for the lack of activity here so far this year. ?As it happened, the filming of the remaining episodes of Treme required my full attention, and following that endeavor, a couple of prolonged illnesses in the family required additional time. ?And, well, I owe a lot of script work.

If you?ve read the introduction, you know that one of my fears in beginning a blog was that when things got hectic, I would be unable to properly service the damn thing. ?Certainly, for the first quarter of 2013, this has been the case.

What prompts a rapid return is the recent news that former all-star Oriole catcher Gus Triandos has passed away. ?There are better remembrances and obituaries of the ballplayer to be had, but I can?t help but provide a small, additional anecdote about the man. ?It is a backstage story that deserves some corner of baseball posterity.

The tale begins with Richard Price, the noted novelist and screenwriter who was kind enough to grace The Wire with some of his script work for four seasons of the HBO drama. ?Price is famed for the verisimilitude of his urban patois and his detailed characterization, but he doesn?t get enough credit, in my opinion, for his comedic chops. ?Looking to bring a little of that out in a particular episode, we decided to lay a secondary storyline on him in which Herc and Carver engage in that essential debate of fractured masculinity: ?You can screw any three women in the world if you have sex with a man of your own choosing first.

This barroom game, of course, only has one correct answer for entrenched heterosexuals: ?No way. ?Because the very moment that a participant makes any concession to his friends ? ?I can be on top, right?? or ??Just a blowjob, okay? ? he opens himself up for the usual locker-room derision.

?Can the guy be Steve McQueen??

When the script came in, Price had gone us one further, offering up comedy gold. ?Not only had he accessed the essential lust and homophobia of our characters, but he had combined it with yet another straight-male elemental: ?Sports trivia.

?This isn?t about sex, this is about giving a guy a break,? Herc tells Carver before offering up the name of ?Gus Triandos.

Carver: ??Who??

Price had gone deep into his 1950s era baseball-card collection, which is considerable, believe me, and picked out the slow, lumbering Baltimore Oriole catcher of the late 1950s. ?Triandos hit 30 home runs in 1958 to break Yogi Berra?s stranglehold on the All-Star Game starting catcher spot, and he had caught no hitters in both leagues, first for knuckleballer Hoyt Wilhem in ?58 and later, Jim Bunning?s perfect game for the Phillies. ?He was well-enough known, in Baltimore at least, that the reference would knock Oriole fans on their asses with laughter, but not so well known that the humor inherent in the obscurity of Herc?s choice wouldn?t play. ?And more, Herc catching a blowjob from Gus Triandos is a funny thought. ?The choice itself implies a wonderful overthinking of the problem. ?A mainstream Oriole reference ? Herc explained his choice as a mercy fuck. ?He had a card of Triandos in his collection, and the guy just had this big, sad face. ?Why sad? ?He had to catch Wilhelm?s knuckleball all those years. ?Ball moved around like a greased pig. After the script was circulated and the entire writing staff gathered itself from the bout of collective laughter, I was suddenly filled with a sharp pang of guilty horror: Was Triandos still alive? Why not? He?d only be in his early 70s, I calculated. Christ. I mean, I know the guy is, legally, some sort of public figure as an ex-professional ballplayer, but how do you throw this joke up on national television without his say-so? I was nauseous at the thought of ?big, slow Gus Triandos, now wrinkled and weathered and walking with a cane amid a copse of cherubic grandchildren. Yeah, great. Make that guy?into a blowjob joke on HBO.

I told Price that while Gus Triandos was perfect, he needed to think of an alternate for Herc, and it should preferably be some celebrity or semi-celebrity who had already departed this vale. ?Steve McQueen, say. ?Because I was only going to do this for Price?s script once.

?Do what?? Price asked.

?We have a number for Triandos. ?He lives out in California.?

It is hard to describe how fast I was speaking when I got on the phone with Gus Triandos, trying desperately to turn the corner with the old fella, to make him see that the joke wasn?t really on him, but on this character named Herc, this big, lumbering narcotics cop in Baltimore, Maryland. No, no, he wasn?t saying that you had sex with him. No, no way. And he?s not even saying that you would want to have sex with him. It?s not about you. Really, trust me.

?I?m not sure I understand,? Triandos said.

?This is a television show? Really??

Christ. ?I sent the pages off with little hope, other than that Gus Triandos said he would get together with his sons and they would read them and he would, eventually, get back to me. ?Naturally, I imagined he would pick up the phone to call me and everyone with anything to do with this television show a pack of free-range assholes.

But four days later my cellphone rang and Triandos was on the line.

?I get it. ?It?s pretty funny.?

?You get it??

?Yeah, he feels sorry for me ?cause I had to catch Wilhelm.?

?Exactly.?

?Hey, I feel sorry for me. Catching Wilhelm was miserable,? he laughed. ?Go ahead. ?It?s not like you?re making me out to be gay or nothing. It?s just a joke.?

I never had a chance to speak to Mr. Triandos after that, to hear how that episode actually landed on him. But I like to imagine him enjoying the joke ? and the improbable cultural reference ? for years to come.

A Monitor reporter who briefly overlapped with Margaret Thatcher when he was Paris correspondent recounts her outsized presence at European gatherings.

Margaret Thatcher is being remembered as the prime minister who remade Britain's economy, the ?Iron Lady? who stood up to communism and who fought and won a war in the distant South Atlantic.

But to this reporter (who briefly overlapped with Mrs. Thatcher as the Monitor?s Paris correspondent from 1989 to 1994), she is remembered as the British leader who could be counted on for a good quote.

Amid a sea of mild, if sometimes dull, European leaders, Thatcher stood out for always speaking her mind.

At the end of various summits of the European Council, reporters fretted over which of the many simultaneously scheduled press conferences with this president or that prime minister to attend. But there was no such deliberating over Thatcher. She always got the big auditorium while other leaders had to settle for diminutive side rooms.

Part of Mrs. Thatcher?s draw was her reputation. This woman among men, who always carried her handbag with her to the press conference stage, was remembered for telling Europe in 1984, ?I want my money back!? (Her actual quote, as she insisted that Britain deserved a refund of its contribution to the European budget, was, ?We are simply asking to have our own money back.?)

But she never disappointed. One of her more memorable quotes came in 1990 (although not at a council summit): ?No. No. No,? she declared in response to Frenchman Jacques Delors, then president of the European Commission, and his prediction that European institutions would become the seats of democracy in Europe.

Thatcher had enjoyed a remarkably close bond with President Reagan, once describing him as ?the second most important man? in her life. But by the time George H.W. Bush arrived at the White House in 1989, things were different for the Anglo-American relationship. Thatcher was under attack at home, even from within her own party, and a crumbling Iron Curtain had President Bush focusing more of his attention on West Germany.

Eager to manage the collapse of communism in Eastern Europe in an orderly and stabilizing manner, Bush would use a trip to Europe to underscore the importance his administration would give to US-Germany relations. And so in Brussels, Europe?s capital, Bush would leave Thatcher ?cooling her heels? (to quote from an earlier dispatch), as he met with the European Commission president first.

It was not an order of importance that Thatcher was accustomed to from a US leader.

Thatcher would be out of office before Bush, but she would not go before supplying one last juicy quote. As Bush mulled over what to do in response to Saddam Hussein?s invasion of Kuwait in August 1990 ? to repel the Iraqi leader militarily or not ? Thatcher would tell Bush in an aside at an Aspen Institute conference, ?Remember George, this is no time to go wobbly.?

Official: Sudan leader not traveling to Kenya

NAIROBI, Kenya (AP) ? Sudan's president, who faces an arrest warrant from the International Criminal Court, will not be traveling to Kenya to watch the swearing-in of the country's new president, who will go to trial later this year at the ICC, a Kenyan official said Monday.

Thuita Mwangi, the Ministry of Foreign Affairs' permanent secretary, said Omar al-Bashir will not be coming to Kenya for the swearing-in of Uhuru Kenyatta on Tuesday despite press reports to the contrary. Mwangi said Sudan's government is invited but not al-Bashir.

Al-Bashir's presence at the inauguration would be significant because Kenya is a party to the treaty that created the ICC and would be legally obligated to arrest him.

If al-Bashir were to travel to Kenya for Tuesday's presidential inauguration, it could also raise an international outcry that Kenyatta is flaunting the country's obligations to the ICC. Kenyatta is scheduled to appear in The Hague, Netherlands this year on charges over allegations he helped orchestrate the 2007-08 violence that marred Kenya's last presidential election.

Kenyatta's trial is scheduled for July. Kenyatta's deputy president, William Ruto, faces similar charges. His trial is set for late May.

Sudan's president traveled to Kenya in August 2010 as the country held a lavish ceremony to usher in its new constitution. The government was forced to defend its decision to allow al-Bashir into the country without arresting him. A foreign affairs official at the time said arresting al-Bashir would have adverse effects for peace between Sudan and South Sudan.

After that visit, a court in Kenya ruled that the government is obligated to arrest Bashir if he's in the country. The government is appealing that ruling. Mwangi declined to say whether al-Bashir was not coming because of the Kenyan court ruling or out of fears of angering either the prosecutor or judges at the ICC.

ICC spokesman Fadi El Abdallah said Monday that Kenya, as a party to the Rome Statute that created the ICC, would have an obligation under international law "to cooperate with the court including implementing arrest warrants."

"The fact that Omar al-Bashir is a sitting head of state does not give him any legal immunity under the Rome Statute as the ICC judges had indicated in previous decisions," Abdallah said.

E.J. Hogendoorn, an Africa analyst with the International Crisis Group, wondered what Kenyatta would gain from inviting al-Bashir.

"It would certainly antagonize Western governments. Despite all of Jubilee's anti-western rhetoric, Kenya still needs their assistance and investments," he said, referring to Kenyatta's political party.

NEW YORK (AP) ? There won't be an easy fix for J.C. Penney ? if it can be fixed at all.

As Mike Ullman takes the reins again less than two years after his departure, he faces a Herculean task to undo the mess left by CEO Ron Johnson, who was ousted Monday. With the department store retailer in the middle of a disastrous overhaul that has driven away shoppers, the 66-year-old Ullman has to quickly figure out what parts of Johnson's legacy to keep and what to trash.

The overarching question is whether the century-old company can be saved at all. Very few retailers have recovered from a 25 percent sales drop in a single year, like that suffered by Penney under Johnson's watch. On Tuesday, the retailer's stock price dropped more than 12 percent to a 12-year-low of $13.93 as investors' worries escalated about Penney's future.

"Ullman can't go back to the old ways, but he can't do what Ron Johnson did," said Ron Friedman, head of the retail and consumer products group at Marcum LLP, a national accounting and consulting firm. "I think there will be a combination of the two. But he has to make some quick moves."

Apparently, the company's board of directors felt Ullman, who served as Penney's CEO for seven years and is known for strong relationships with suppliers and calm, steady execution, would be the best choice right now to secure the company's future. But it could take Ullman 18 months to stabilize the business, says Burt Flickinger III, president of retail consultancy Strategic Resource Group. He gives the chain a 50-50 chance to survive.

"The odds are declining every day," said Flickinger, noting that rivals like Macy's are taking away market share. "Competitors see blood in the water."

Johnson, the mastermind behind Apple Inc.'s successful retail stores, lasted just 17 months. He faced an ever-growing chorus of critics calling for his resignation as they lost faith in the aggressive overhaul. The rapid-fire changes included getting rid of coupons and most discounts in favor of everyday low prices, bringing in new brands and remaking its outdated stores. Johnson's goal was to reinvent the stodgy retailer into a mini-mall of hip specialty shops.

Instead, Penney's loyal shoppers went in search of deals elsewhere, and the chain didn't attract the younger and more affluent shoppers that Johnson coveted. Now the 1,100-store chain is burning through cash. In the past year, the company lost nearly a billion dollars and saw its revenue tumble by nearly $4.3 billion to $12.98 billion. Customer traffic dropped 13 percent. Steep sales declines have continued, say analysts, even though Johnson added back some sales events and coupons early this year.

Some speculate that Ullman may ditch the everyday price strategy and instead ramp up the return to discounting and coupons to get shoppers back in the stores. But that will still be an expensive move. Michael Binetti, an analyst at UBS Investment Research, and others believe that Ullman also will temporarily suspend the rollout of the mini-shops, which started late last year and feature such brands as Joe Fresh and Levi's.

When the overhaul of its home area is completed next month, the company will have carved up 30 percent of its store space into mini-boutiques. But after that, Ullman is expected to pull back the pace of the rollout as Penney tries to conserve cash. That means that some suppliers who expected to have mini-shops could be left in the lurch.

Ullman also will have to find ways to boost employee morale amid severe cuts that have slashed the work force by nearly 30 percent. As of February, Penney employed 116,000 full- and part-time workers, down from 159,000 a year ago.

Whatever Ullman ends up doing, analysts expect him to be thoughtful and deliberate in his moves. That's a big difference from Johnson, who was criticized for not testing his strategies in a few stores, particularly the pricing plan.

In a statement released by Penney on Monday, Ullman said he plans to immediately "engage with the company's customers, team members, vendors and shareholders, to understand their needs, view and insights" and then work with the management team and the board to develop a game plan.

"(The board) chose stability and experience, in my mind," said Antony Karabus, president of SD Retail Consulting. "Instead of big, grandiose ideas, what they need now is someone to stabilize and execute effectively. He has a calm way about him. If anyone can do it, he can, because he knows the business. He knows the customers."

Bud Konheim, president of designer fashion brand Nicole Miller, which has sold an affordable version to Penney since 2005, agrees.

"(Ullman) is very smart. Everybody loves him. He's a strong executive but he's not a bull in the china shop," he said. "He's not as much show biz as Ron Johnson. He flies under the radar."

Still, there are concerns. Penney struggled under Ullman's first regime, though the company was still profitable. Ullman brought in Penney's first mini-shops, including beauty company Sephora and exclusive names like MNG by Mango, a European clothing brand. But he didn't do much to transform the store's shopping experience or to attract new customers.

That showed up in the sales figures. During Ullman's previous tenure, from December 2004 to October 2011, sales declined from $18.18 billion in 2004 to $17.6 billion in 2010, his last full year at the company. Sales per square foot dropped to $155 from $177, according to Deborah Weinswig, an analyst at Citi Research.

When Ullman left Penney in November 2011, the situation wasn't great. But it also wasn't the crisis it is now. The company's credit ratings are deep into junk status. Its stock has lost 67 percent of its value since February 2012 when investors bullish on Johnson's grand plans drove the price up around $43. That makes it that much harder for Ullman to turn business around.

History also dictates that the odds are against a sales recovery. Last fall, Credit Suisse surveyed 17 retailers that reported annual declines of anywhere from 15 percent to 25 percent in a single year from 2000 to 2011. Of that group, only four retailers recovered the lost revenue ? Abercrombie & Fitch Co., Ann Inc., Guess Inc. and Barnes & Noble Inc. ? and it took an average of three years to do so. The rest were either acquired by a private equity company, went bankrupt or merged with another public company.

Ultimately, Penney's fate lies in once-loyal shoppers like Beth Williams, 39, who deserted the chain early last year.

Williams, a writer and mother of a 3-year-old from Plum, Pa., said she used to shop at Penney once a month for her family. But that changed when her local store got rid of coupons and sales events. She also doesn't like the new styles that she believes only target customers in their teens and 20s.

Williams says she would go back if Penney had more sales and brought back more traditional clothing like khaki shorts with forgiving fits.

"I would go back," she said. "I miss it. That was my go-to store for a long time, and then it changed."

UC student researcher uses satellite imagery to calculate ice flow velocity in the coldest place on Earth

University of Cincinnati student Shujie Wang has discovered that a good way to monitor the environmental health of Antarctica is to go with the flow the ice flow, that is.

It's an important parameter to track because as Antarctica's health goes, so goes the world's.

"The ice sheet in Antarctica is the largest fresh water reservoir on Earth, and if it were totally melted, the sea level would rise by more than 60 meters. So it is quite important to measure the ice mass loss there," says Wang, a doctoral student in geography in UC's McMicken College of Arts & Sciences.

Wang will present her research, "Analysis of Ice Flow Velocity Variations on the Antarctic Peninsula during 1986-2012 Based on Multi-Sensor Remote Sensing Image Time Series," at the Association of American Geographers annual meeting to be held April 9-13 in Los Angeles. The interdisciplinary forum is attended by more than 7,000 scientists from around the world and features an array of geography-related presentations, workshops and field trips.

Antarctica is 5.5 million square miles of windswept, mountainous ice desert. The fifth largest continent is covered in a sheet of ice that is on average more than a mile thick. Across this province of penguins, outlet glaciers and ice streams funnel chunks of ice into the ocean where they eventually melt in warmer waters. If the ice begins to melt at an abnormally high rate and the sea level rises, a chain reaction of negative ecological effects could take place worldwide.

For her research, Wang uses remote sensing images recorded by satellites to gather data on Antarctica's ice motion. She's particularly interested in determining changes in the ice flow velocity, because the faster ice moves, the faster it's lost. By calculating that velocity at different time intervals, Wang hopes to further understand the process of ice motion and be able to predict changes to Antarctica's landscape. She's planning models that simulate the ice sheet dynamics and estimate any influence on the sea level.

"I hope to provide valuable research to the academia of global change studies," Wang says.

Obama promoting gun legislation in Connecticut

WASHINGTON (AP) ? President Barack Obama is trying to boost the chances of gun legislation that could be in jeopardy this week with a trip to the home state of the Sandy Hook Elementary School shooting.

Obama is visiting the Connecticut capital of Hartford, where last week the governor signed a law with widespread restrictions on firearms. The Senate could take up national legislation this week.

Obama plans to meet with Sandy Hook families and argue that lawmakers have an obligation to the children killed and other victims of gun violence to act on his proposals.

Senators have yet to reach a deal to pass expanded background checks for gun sales. An assault weapons ban doesn't appear to have enough votes, and the prospect for a ban on high-capacity magazines also appears bleak.

Student debt is housing's $1 trillion challenge

Isaac and Stephanie Adams live in Richmond, Va., and are expecting a baby in June. Last year they decided to buy a house. With home prices and mortgage rates both at historic lows, it seemed the perfect time. Unfortunately, student loans stood in their way.

"We were looking at the market going, 'Oh my gosh, the market is awesome right now. We can get some great house that our payments will be, our loan will be great to set us up financially well for our growing family, and we just weren't able to do it, take advantage of that,'" Stephanie said.

Between the two of them, the Adams' student loan debt tops $100,000. They pay $1,100 a month for the loans, and that, coupled with the fact that Isaac was working a contract job, was enough to disqualify them from getting a mortgage.

Their story is getting ever more common. Total student loan balances nearly tripled between 2004 and 2012, according to a new survey from the Federal Reserve Bank of New York. Now $1 trillion in collective student loan debt is directly affecting the housing recovery.

"Short term, you see a decrease in the number of first-time home buyers," said Brian Coester of Coester Valuation Management. "You're going to see somebody who would have been able to afford a more expensive house maybe go for the lower version or the downgraded version."

First-time home buyers usually make up over 40 percent of the home buying population, but their share has hovered at or below 30 percent during this recovery, according to the National Association of Realtors. The student debt burden has forced many potential buyers to rent or to move back in with their parents.

"Without the student loan debt, a year and a half, two years earlier would have been the time I could have afforded to buy a house, and probably something a little bit bigger," Sophia Chaale said.

Chaale is facing $60,000 in student loans from graduate and undergraduate schools. She is paying $320 a month on a 30-year loan. Only after living at home for two years was she able to apply for a mortgage and put a down payment on a home. She is scheduled to close at the end of April.

"I consider myself lucky that I had a place where I could save, but what about other people who aren't originally from this area, who have to pay an extra $1500 a month in rent, and that rent money is not going to savings. How are they going to be able to save up or even to make that transition from renting to owning, in addition to all the student loan debt?" Chaale wondered.

The answer is that many won't. Adding to the burden is the fact that one-third of student loan borrowers are delinquent on their debts, according to the Federal Reserve report. That directly affects their credit rating and, in today's strict credit environment, will keep them out of the mortgage market for years to come.

"Long term it's going to really affect especially the upper end, because people aren't going to have the excess income to buy the jumbo property or buy that high end property," said Coester. "It' s going to affect home prices as a negative, as more of a cap, because it's really debt that they are servicing."

TheAdams had to delay their home purchase for a year, while they reorganized their student loan debt and while Isaac found permanent employment. They now have a contract on a house, but they feel like they got in just under the wire, as home prices are suddenly moving up rapidly.

"As long as this house closes, I don't think we missed out," said Isaac. "Rates are still fairly low, but I do believe as this year progresses, things will change."
